Loy Chen 

Loy is a Senior Consultant with over eight years’ experience as a professional economist.  He works across our various practices and is especially skilled in client management and relationship building.

Since joining Economic Insight, Loy has advised on a broad range of regulatory and competition matters.  In regulation, he has extensive experience of supporting energy and water companies on cost assessment, working closely with clients during the most recent energy and water price controls, including the follow-on CMA appeals.  In competition, Loy has supported clients in the Trucks cartel damages claim before the CAT, focusing on assessing the extent of overcharge.  He also has extensive public policy experience, working with government departments and agencies.

Throughout his career, Loy has advised private and public sector clients at senior levels, including advising government ministers.
